Post President's Corner

Greetings Hampton Roads Post!

In the last few months, we've had a stark reminder as to why resilient structures and properly maintained infrastructure are such necessities in daily life. Our thoughts and prayers go out to everyone affected by the recent hurricanes and I offer a special thanks to those first responders, civilian and military, who put themselves on the line to help others. We are also looking at ways that the SAME Hampton Roads Post can help those most in need. I don't have specifics as of this writing but will discuss it at our next luncheon.

I'd like to stress that our luncheons are for your benefit, so please contact Melissa ( and/or Mike ( if there's a topic you'd like to see addressed or if you'd like to present. We're always looking for new ideas. And as a plug for our logistics personnel, I ask that you take the time to register beforehand for the lunches. Please come out and join us next month for one of the major perks of being a SAME member: a good luncheon, excellent conversation, an interesting discussion topic, and continuing education credits all for a very low admission fee.

Community Outreach

At the October and November luncheons, the Hampton Roads Post will be participating in the following charitable events:

October 18, 2017 - We will be collecting canned food for the Foodbank of Southeastern Virginia. Please bring non-perishable food items or feel free to make a monetary donation.


November 15, 2017 - In the spirit of giving thanks for our blessings, please mark your calendars for the SAME Hampton Roads annual “Toys for Tots” Toy Drive. We will be accepting donations of new, unwrapped toys at our luncheon on November 15, 2017. Monetary donations will also be accepted.

Pach Joins Stanley Consultants as Project Manager

Austin, TX – Tim Pach has joined Stanley Consultants as a project manager in the firm’s Austin Office. Assigned to the U.S. Federal and International Group, his focus is on Department of Defense projects worldwide, primarily the Air Force and the Air Force Civil Engineer Center (AFCEC).  Stanley Consultants is a consulting engineering firm that provides program management, master planning, engineering, environmental and construction management services worldwide. 

Pach’s professional engineering experience comes from the U.S. military, where he served as a Major in the Air Force.  His most recent assignment was as assistant professor of civil engineering at the U.S. Air Force Academy in Colorado Springs, Colorado, where he taught civil engineering principles and practices to over 600 students. 

During his 10 years with the USAF, missions also took him to Anchorage, Alaska, where he served as project manager supporting the facility sustainment, restoration, and modernization of 15 early warning radar sites.  He also coordinated reconstruction efforts and the drawdown of U.S. Forces while serving in southwest Asia.  As a lead emergency management officer in Idaho, he managed 30 plans and a team of 16 personnel to train 4,000 personnel in how to prepare the base to deal with natural and manmade disasters.  In Abu Dhabi, he served as O&M Manager, guiding a team of 150 personnel in the maintenance and improvement of military base infrastructure. 

Pach is a licensed professional engineer with a bachelor’s degree in civil engineering.  He received a master’s degree in civil engineering from the University of Texas-Austin, and also has a master’s degree in business administration.

While based at the U.S. Air Force Academy, he served on the board of the Pike’s Peak Post of the Society of American Military Engineers (SAME).  During this time, he received two prestigious awards, the Rocky Mountain Region Vice President’s Medal for outstanding contribution to the region’s mission; and the National Bliss Medal in recognition of superior efforts in mentoring students in engineering and related disciplines.   He plans to continue his SAME involvement with the San Antonio Post.  He is also a member of the Project Management Institute (PMI) and the American Society of Civil Engineers (ASCE).

Cynthia Chen Promoted to Chief Financial Officer

Fairfax, VA – Cynthia Chen has been promoted to chief financial officer of Dewberry, a privately held professional services company. Chen has 23 years of experience, 13 with Dewberry, and was previously corporate director of accounting and finance. Chen will report to Dewberry’s executive chairman, Barry K. Dewberry, and chief executive officer, Donald E. Stone, Jr., and to Dewberry’s board of directors.

Chen will oversee the accounting and finances of the $376 million, 2,000-person company, which operates from 50+ offices nationwide and engages in markets ranging from transportation to healthcare, energy, and federal programs. Chen’s background includes financial accounting and analysis, budgeting, corporate finance, risk management, and government regulatory compliance.

“I have worked with Cynthia since she joined Dewberry and am thrilled that she will be stepping into this role,” stated Barry Dewberry. “She brings the right understanding of Dewberry’s people and our culture to this position and knows how to help us operate most effectively.”

“I look forward to working closely with Cynthia to advance the strategic growth objectives of this company,” said Don Stone. “Cynthia is dedicated to Dewberry and the success of our operations. She has a talent for connecting people and leading with wisdom and by example.”

Chen received her master of science in accounting from University of North Carolina, Chapel Hill (‘00) and her bachelor of science in international business from Suzhou University in China (‘94). She is a certified public accountant.

Cynthia began her career with investment bank Rothschild in Shanghai as their representative in the China capital market, mainly working on merger and acquisition activities. Upon obtaining her master’s degree, she worked for Ernst & Young in their risk management practice in New York City as a senior consultant. 

Chen succeeds Mark Reiner who passed away earlier this year.

Sustaining Member News

The Hampton Roads SAME Post has been willing to publish articles submitted by Sustaining Member Firms and Individual Members that are deemed to be in the interest of SAME and the Hampton Roads Post.  Typical Articles may include contract awards from our member agencies (i.e. USCG, LANTDIV and Army Corps of Engineers) and key company hires or employee moves. Please submit your good news by the first Wednesday of each month.

Sustaining Member of the Month

One of our Sustaining Member firms is spotlighted each month, given the opportunity to set up a tabletop booth at the monthly meeting, and be recognized by the President at the start of each meeting. A representative of the firm is also invited to give a short overview of the firm at the luncheon.

The designated Sustaining Member of the Month also provides a summary of their firm’s expertise and services for the military engineering community to be printed in the newsletter. We ask that the Sustaining Member of the Month bring a raffle prize valued at approximately $50 to the luncheon for our Education and Mentoring raffle drawing.
